Financial Incentives for Brownfield Redevelopment

A $400 million voter-approved program, the Clean Ohio Brownfield funds are key financial components to helping communities build economic capacity by providing the funds needed for brownfield assessment and redevelopment. Ohio’s USEPA Brownfield Revolving Loan Fund offers below-market-rate loans up to $1 million to assist with the remediation of brownfield properties to return them to a productive economic use in the community. Municipalities, nonprofit, and private entities can apply for program funding to conduct remediation activities at eligible sites. Click here for a PDF program summary.

Ohio’s OWDA Brownfield Loan Program offers low-interest loans for the assessment up to $500,000 and remediation of brownfields up to $5 million. The loan is available to local forms of government as well as private entities for assessments, demolition, remediation, and consultant costs. Click here for a PDF program summary.

Ohio’s Targeted Brownfield Assessment Program uses funding provided by U.S. EPA to provide in-kind services at brownfield properties for environmental research and field screening. Click here for a PDF program summary.

The Ohio EPA VAP Environmental Insurance Program allows VAP volunteers the ability to obtain Pollution Legal Liability (PLL) Environmental Insurance at a 10% discount off the standard premium cost. Click here for a PDF program summary.

Ohio’s Alternative Stormwater Infrastructure Loan Program offers low-interest loans up to $5 million for the construction of alternative stormwater infrastructure projects. State and Local Programs

The Urban Development Division removes obstacles to sustainable revitalization of Ohio’s urban places and buildings by administering Ohio’s brownfield and redevelopment financing portfolio including grants, tax credits, and loans.  Click here for more information on our programs.

The Site Assistance & Brownfield Revitalization Program (SABR) serves as Ohio’s environmental contact for brownfields or contaminated sites not yet in any cleanup program such as VAP, remedial response, Superfund, and RCRA corrective action.  SABR also maintains Ohio’s brownfield inventory, conducts outreach and training, and manages the environmental insurance program. Click here for more information on our programs.

The Assessment, Cleanup and Reuse Section (ACRE) focuses on the assessment and cleanup of contaminated and potentially contaminated properties that threaten human health and the environment. ACRE includes the remedial response program (including site assessment and non-emergency removals); the VAP program (review of site projects); enforcement for both programs; the Site Investigation Field Unit (SIFU); and oversight of operation and maintenance at sites under cleanup orders.  Click here for more information on our programs.

The Ohio Brownfield Inventory – maintained by Ohio EPA, is an online resource for brownfield redevelopment sites throughout Ohio.  Information is provided voluntarily by communities and property owners, includes details such as location, past use, utilities available and proximity to major roads, airports and public transportation. 

The Small/Rural Community Brownfield Assistance is an online resource for brownfield redevelopment in Ohio’s smaller and rural communities.  An interactive map provides local contacts and links to organizations and agencies that provide various funding mechanisms for brownfield assessments, cleanup, and redevelopment.

Dayton takes a proactive approach to attract businesses and keep them here by targeting high-growth industries.  Dayton offers targeted incentives including the Dayton Economic Attraction Program (DEAP), Main Street Corridor Fund, and Dayton Development Fund grants. Dayton is also a Federal SBA HUB Zone, which provides a competitive edge for Dayton companies bidding on government contracts. Click here for more information.

Property owners, developers and interested third parties can seek brownfield remediation assistance through the Summit County Port Authority (SCPA). The SCPA will assist eligible partners seeking loan and grant funds for assessments, demolition and remediation.  Brownfield assistance can be coupled with the SCPA’s financing programs for a complete development package.  For more information on SCPA and development assistance, please click here.

Cincinnati’s Department of Community Development (DCD) and Economic Development Division (EDD) are working to eliminate blight and brownfields in our high-growth corridors by focusing staff and financial resources to facilitate real estate redevelopment projects.
