Financial Incentives for Brownfield Redevelopment

The State of Idaho offers the following financial incentives for assessment and cleanup of brownfields.

Once a property owner completes a cleanup in partnership with the Idaho Department of Environmental Quality’s Voluntary Cleanup Program, the property owner will be eligible for a property tax credit.  The credit is good for up to 50% of the property’s improved value, post cleanup, and the credit may be spread out over 7 years.

Property owners engaging in brownfield cleanups in partnership with the Idaho Department of Environmental Quality’s Voluntary Cleanup Program may be eligible to receive a Brownfield Cleanup Revolving Loan Fund loan for eligible cleanup costs.  Participants may obtain interest rates as low as 0%.  Interest rates are capped at no more than two percent (2%) above the prime lending rate.  Payment schedules are fairly flexible and there are no origination fees.  Participants must produce a 20% loan match in the form of cash or in-kind services over the life of the cleanup.

State and Local Programs  

Idaho Department of Environmental Quality

The Brownfields Response Program provides cost-free assessments for local governments, non-profits, economic development agencies, and their private partners at brownfield properties in Idaho.  Assessments range from Phase I to Phase II and can also include risk evaluations, cleanup estimates, cleanup planning, Analysis of Brownfield Cleanup Alternatives, and even cleanup workplan development. 

 In rare instances, the Brownfields Response Program can fund limited cleanups for local governments and non-profits.  Assessment and cleanup activities are provided free of charge and are conducted by IDEQ contractors.

In 1996, the Idaho Legislature created the Idaho Land Remediation Act, DEQ's Voluntary Cleanup Program, to encourage innovation and cooperation between the state, local communities and private parties working to revitalize properties with hazardous substance or petroleum contamination. In 1997, DEQ developed the Idaho Land Remediation Rules detailing implementation of the Voluntary Cleanup Program. DEQ also created an Application to participate in the Program, and a Guidance for Application Completion.

The Reuse Idaho Brownfields Coalition manages and EPA-funded RLF of $4,500,000. The RIBC RLF produced a Loan Guide which provides information about the RLF, including site and borrower eligibility, allowable cleanup costs, and the loan application process. It is intended to serve as a resource in determining whether your project qualifies for a BRLF loan. Basic loan terms and conditions are discussed.
