Financial Incentives for Brownfield Redevelopment

State and Local Programs
The Land Recycling Program encourages the voluntary cleanup and reuse of contaminated commercial and industrial sites. The Land Recycling Program is built on four cornerstones that break down redevelopment obstacles. They are:
- Uniform cleanup standards,
- Liability relief,
- Standardized reviews and time limits, and
- Financial assistance.
The Land Recycling Program allows an owner or purchaser of a brownfield site to choose any one or combination of cleanup standards to guide the remediation. By meeting one or a combination of the background standard, the statewide health standard or the site-specific standard, the remediator will receive liability relief for the property.
The Brownfield Action Team (BAT) represents an evolution of the Land Recycling Program and provides an enhanced management process for community revitalization. BAT will expedite permits necessary for remediating pollution and redeveloping brownfield sites to allow these sites to be used safely for new businesses; coordinate funding with the Department of Community and Economic Development, the Governor's Action Team, and other state agencies; help remediated properties receive liability protection under the Land Recycling Program. BAT operates within the Office of Community Revitalization and Local Government Support.
